protection system. This event discussed
findings from the book, Child Protection:
Using Research to Improve Policy and
Practice. Chapin Hall Research Fellow and
book co-editor Fred Wulczyn moderated one
panel at the event.

disparity in foster care placement differs
locally, a new Chapin Hall report looks at
placement rates in a cross section of urban
and rural counties. Researchers found that
disparity is lower in counties with high
poverty rates and a less educated adult
population.
Initiative Works to Improve Substance Abuse Interventions for Young OffendersThe study also finds that African-American infants are nearly three times more likely than white infants to be placed in foster care. This finding begins to explain the overrepresentation of African-American children in the nation's foster care systems. designed to improve the integration of
juvenile justice and substance abuse
services. In an evaluation of the initiative,
Chapin Hall suggests that it positively
changed the coordination and quality of
efforts to reduce substance abuse
among young offenders in 10 communities.
Report Evaluates Long-term Effects of Prevention and Early Intervention ServicesRead the report, Changing Systems: Outcomes from the RWJF Reclaiming Futures Initiative on Juvenile Justice and Substance Abuse, by Jeffrey A. Butts and John Roman. Over several years, Chapin Hall researchers
will evaluate a system of prevention and
early intervention services in Palm Beach
County, Florida, that aims to promote and
support the healthy development and school
readiness of children from birth to 8 years
of age. The findings of the second-year
evaluation of the system show which family
characteristics are related to service use
and discuss challenges such as keeping
families involved in services over time.
